XCEL RATE HISTORY

Following are recent rate changes approved for Xcel Energy Co. The dates are the effective dates of the changes:

June 1, 2002 — A 2.5 percent increase in electricity prices for $49 million a year for 34 months. Typical residential customer bills will increase by $1.32 per month; small-business customer bills by $2.65 per month. It was the result of a multi-party settlement to address accruing 2002 generation fuel and purchased power costs.

March 29, 2002 — A $79.2 million decrease in natural gas prices. Typical residential customer bills decreased by $4.22 per month; small-business customer bills by $22.01 per month. It reflected lower costs for natural gas supplies.

March 29, 2002 — Elimination of a $19 million surcharge for long-standing purchased power contracts. Typical residential customer bills decreased by 59 cents a month; small-business customer bills by $1.10 per month.

Nov. 1, 2001 — Elimination of a $20.4 million surcharge for long-standing purchased power contracts. Typical residential customer bills decreased by 65 cents a month; small-business customer bills by $1.22 per month.

Oct. 1, 2001 — A $571 million decrease in natural gas prices. Typical residential customer bills decreased by $31 per month; small-business customer bills by $161 per month. It reflected lower costs for natural gas supplies.

March 1, 2001 — A $14.2 million natural gas rate increase. Typical residential customer bills decreased by 87 cents per month; small-business customer bills by $2.64 per month. It reflected a change in base natural gas rates.

Jan. 6, 2001 — A $361.6 million increase in natural gas prices. Typical residential customer bills decreased by $21.16 a month; small-business customer bills by $100.24 per month. It reflected rising costs for purchasing natural gas supplies. It was the third in a series of three adjustments dating back into 2000; total impact was $604.5 million, or $34.48 for typical residential monthly bills and $162.56 for small-business customer bills.
